The Pennsylvania First Program (PA First) is a powerful tool for businesses seeking to grow, create jobs, and invest in the state. By leveraging PA First, businesses can propel themselves toward success while contributing to Pennsylvania’s economic vitality.

The Pennsylvania First Program (PA First) is an initiative designed to stimulate economic growth, encourage investment, and foster job creation within the state. This program provides essential financial support as businesses seek to expand existing operations or establish a new presence in Pennsylvania. In this blog post, we’ll explore what PA First entails, its eligibility criteria, and why businesses should seriously consider applying for it.

What Is PA First?

PA First is a comprehensive funding tool administered by the Pennsylvania Department of Community and Economic Development (DCED). Its primary goal is to facilitate increased investment and job creation across the Commonwealth. Let’s break down its key features:

First, the method to determine your company’s benefit is based on the number of jobs your company will create in the Keystone State.  For example, if 40 new jobs are planned, your benefit would be 40 X up to $5,000 per job = $200,000 for this applicant.

Next, how can these cash funds from the state be used?

PA First funds can be utilized for various purposes, including:

  • Machinery and Equipment: Upgrading or acquiring machinery and equipment necessary for business operations.

  • Job Training: Enhancing the skills of the workforce through training programs.

  • Infrastructure: Investing in infrastructure improvements.

  • Land and Building Enhancements: Developing or renovating facilities.

  • Environmental Assessment and Remediation: Addressing environmental concerns.

  • Acquisition of Land and Right-of-Ways: Expanding physical assets.

  • Working Capital: Supporting day-to-day operations.

  • Site Preparation: Preparing land for development.

The following entities are eligible to apply for PA First:

  • Businesses: Both existing companies and new ventures.

  • Nonprofits

  • Municipalities: Local governments.

  • Municipal Authorities: Entities responsible for specific public services.

  • Redevelopment Authorities: Organizations focused on revitalizing communities.

  • Industrial Development Authorities or Corporations: Entities promoting industrial growth.

  • Local Development Districts: Regional development agencies.

Competitive projects must demonstrate substantial economic impact:

  • Commonwealth-Wide Impact: Projects that benefit the entire state.

  • Local or Regional Impact: Projects that enhance specific localities or regions.

  • Private matching funds are typically required.

  • Job Creation/Preservation: Projects must lead to job creation or retention.

Why Businesses Should Consider PA First

  1. Financial Support: PA First provides crucial funding that can significantly impact a business’s growth trajectory. Whether you’re expanding operations or launching a new venture, these funds can make a difference.  The funds you receive from the state can offset many operational costs referenced above, and we will also discuss this with you.  You are likely eligible for these funds if you are creating jobs!  So let’s apply!

  2. Job Creation: By supporting job creation, PA First provides employers an incentive to create new employment opportunities.
